Upper air means at the jet stream level of ~30,000 feet (winter) to ~34,000 feet (summer).

In meteorology, the height above ground is usually expressed as the pressure of the atmosphere at those height levels.

“Upper air” expressed as a pressure level height is 300mb (millibars) in winter or 250mb (millibars) in summer.
