16z = 11 AM Eastern Standard Time (or 12 PM EDT)
This is the same as 16 UTC (Coordinated Universal Time) or what used to be called 16 GMT (Greenwich Mean Time).
Weather Models use the military designation— 16z or 16 “zulu”.
